Trailing behind the phantom was like following nothing at all, a gust of air fluttering aimlessly before the Captain, flowing through the hall to take his place. Breathless, hardly a pulse, the man was truly a specter. Higen would be remiss to both deny and ignore his ill-harbored feelings towards the assassin, as a man of virtue, Kyomu’s profession along was enough to make him feel cancerous to the Knight. But in truth, were they so different? The details had not yet come to surface in front of them all, but there was a bigger meaning to his actions against Commander Murasaki all that time ago. Even so—amidst the brief humbling that had taken place at the Commander’s hand, there was a sense of duty about Captain Mukuro that could not be disregarded. Higen’s exchanges with the youth were short and few, and for some reason despite Kyomu’s cold and calculated ways and his apparent intent on the destruction of the Captain Commander, he oddly did not feel like the largest threat in the room. He was chosen by Commander Murasaki to keep his haori even after his actions, and this alone was enough to give Higen clarity. With Seireitei in an everlasting recovering state, good soldiers—no—good killers, could not be turned away. However, it was an impossible task to turn a blind eye to the antics of Second Division as a whole. Their plot of a coup, their hollowfied lieutenant; it, much like the seireitei itself, was a mess.
Lurking behind Higen’s towering frame like another shadow was the ever-calm and collected Maho. Young Maho, Captain Kojima. It seemed that the two’s paths were somehow intertwined, always walking shoulder to shoulder in the grimmest of circumstances. On a better day he would have had more words for the man, but Higen’s focus was on saving his words for the meeting, had it needed them. The familiar herbs that fattened Maho’s cigars caused an eerie smoke to creep past the Knight’s nostrils, not particularly distasteful but it wasn’t for him. He preferred to keep his mind, and lungs, clear. The rambunctious dragon and his army of reporters had been doing their best to keep the Seireitei well-informed, but Higen and possibly many others could feel the possible lingering of disdain and doubt within Maho. The events of the Kototsu were like a scar for them all, or at the very least the two of them. Perhaps if he had acted sooner, Higen would not have needed to act at all. Higen felt no need to issue blame, but he had never thought to properly talk out the events with his comrade. Even months ago when Captain Kojima had asked, Higen completely closed himself off. Perhaps Higen depicts a thin line between when Maho is being endearing, a friend, a comrade, and when he’s just looking for the next scoop.
Behind him there is another. Perhaps in another life the two could have been friends, of some sort. For now he was simply a place holder, until another version of himself feels the need to come forth with a more sinister mind. Tenzen Oda, he was not the first Vizard Captain, and perhaps he wouldn’t be the last, but no level of desperation should allow such travesties to happen under our nose with no punishment. Even if it was not him that enacted the process, that willed the curse upon himself, perhaps it was his lack of preparation or understanding of something so dangerous that allowed things to reach their current stage; Perhaps that was the crime. Everyone else proceeds normally, Higen cannot. How can those events simply be ignored? Higen does not even glance, at the “Captain”. Another chosen one of Commander Murasaki, just what was the ancient man thinking?
Captain Nakamoto arriving last was to no offense to Higen, someone who has spent more than enough time within 4th Division to know that the Yu remains busy, and there is always much to handle. It seemed the fairy fluttered his wings and things simply.. got better. His skills as a medic are unrivaled, and perhaps their value has been depreciated by Higen’s silence. He had never taken the time to properly thank him for babysitting him hand and foot for months, for reviving the Shining Knight out of his dark abyss. Yu was valued, and while being able to fix nearly anything you touch was a gift, it had also become a curse. Just as many people as Yu saves he also watches perish. Just what type of toll does the outcome of a never-ending war have on one opposed to violence?
As Higen begins to take his place the very air around him begins to shake, the veins in his body pulsate as if wishing to be freed from beneath the layers of skin. His teeth grit against each other at the back of his mouth, molars fighting to stand still. Fighting such a force, he still cannot help but look around the corridor, noticing how few they are.. how the scars of the Shattered Dimensions Event still plagues them so. The Head Captain opens his eyes, glowing blank sclera hiding deep within his sockets. His oppressive power striking down on them all like a fist of judgement—
“Report.”
The Great Judicator
commences the meeting.

.
Kyomu steps forward, his expression blank as it is often.
“Captain Mukuro of Second Division.”
“In light of recent...events, I’ve come across some information that is…”

Kyomu seems to pause, as if hesitant.. yet everyone waits with patience ears to hear his report, the one who is most silent, forced here to divulge the inner workings and tasks of his division and its function over the passing months.

“We’re all aware that there were many deaths and homes destroyed and lost during the rogue Kōtotsu incident. It's been brought to my attention that there are those within the Rukongai who are less than pleased with the outcome...or rather, the speed of the outcome. The people have begun to gather together, displeased with the Seireitei.”

Hm? Higen grumbles beneath his breath, in confusion. The speed of the outcome? Of course this was a factor but had their not been an outcome there would not have been a Rukongai. Higen’s time in the Rukongai was short, but he understands how proud the souls there can be. At the same time, homes can be rebuilt, lives are reborn; Higen had only come in contact with those that were grateful.. he was unaware that there was an entire crowd that… wasn’t. Perhaps his sacrifice was in vain to some.
“During the attack, it would seem that...Third Seat Xiaolin, Warden of the Nest of Maggots..left his post. As a result, due to the excessive damage and chaos, a number of prisoners have escaped...and Xiaolin is currently still missing.”
This man was a stranger to Higen, an insignificant casualty it seemed… any man who flees is not worthy of his position. Still, the thought of escaped prisoners is one to cause concern, considering how spiritually powerful many of them tend to be..look how many previous convicts are seated members in the Gotei 13.
“I’ve issued the order that Xiaolin is to be located and captured immediately...dead or alive. I’ve also dispatched a party of three, spear headed by my Lieutenant to head into the Rukongai districts. I have a subordinate from my squad who has been within the Rukongai for the past two years undercover. His intel regarding the situation within the various districts will undoubtedly be integral in not only fully assessing and determining the situation within the Rukongai, but also possibly locating the whereabouts of the fugitives from the Maggot’s nest.”
It sounded like for the most part that Kyomu had the necessary measures for containing this threat, as well as finding its source.
"If it would help, Captain Mukuro, I can lend you some of my troops from the Kido Corps to assist in tracking and capturing the fugitives. With the aid of Kido it may speed up the process so that we can contain those criminals once again."
Higen remained silent, it was not his place to send Shinigami to the Rukongai as well, there were more than enough things beginning to unfold in the World of the Living that they’d be forced to handle. His sapphire gaze now shifting back towards the massive throne and its giant, perhaps he had thoughts, concerns, or even orders for them to carry out after their dispersal. If he didn’t—however—Higen would find himself looking toward Captain Nakamoto, who would undoubtedly be next to speak.

Yū takes in a deep breath– it’s almost his turn. A brief interaction between Captain Oda and Captain Mukuro unfolds, allowing the boy a moment to reflect before his report. Just what would he do with his precious time before the Captains? Would he take this opportunity to expose his true opinions of their actions committed over the past few months? No… that would be too severe, too confrontational. It would lead them nowhere; It would only brew up even more negative emotions already present within the group. His anger would explode like a volcano, his harsh criticisms overflowing like lava until all of his personal relationships with them melted into nothing.
The hall suddenly grows quiet– it's his time. He can feel the beady eyes of Captain Kagayaki directed at him, like two sharp needles digging into his back. Confidently, Yū steps forward and announces himself, standing tall and proud.
“Captain Nakamoto of the Fourth Division.”
“The relief station is as busy as ever, and the number of incoming patients never seems to let up. We’ve already reached max capacity a few times this year alone, which is far from normal. This sharp upward trend has prompted some of the medical staff to wonder if an expansion is needed… or a change in protocol…”
he starts, before his point takes an unexpected turn.
Yū’s head rises, his sharp gaze burning a hole through Captain Kojima across from him.
“... to prevent Shinigami from unnecessarily getting injured, and having to be admitted to the relief station at all.”
His eyes remain fixed on Mahō as silence fills the room. It’s clear the young Captain, typically full of positivity and warmth, has a lot to get off his chest… was this just the beginning? He clears his throat and refocuses his vision towards the blank space between Tenzen and Mahō once more, before continuing.
“In more recent news… Lieutenant Jinnosuke Uekū of the 11th Division was recently admitted to the relief station today and is currently in critical condition. In an effort to treat him as I was unable to be present, my own lieutenant has been dispatched to Karakura Town in search of a cure. I have no doubts that she will be successful in her mission…” the young Captain ends with his proud statement. He flashes a small smile in a weak attempt to convince the Captains besides him.
“...but of course I’ll still be paying Lieutenant Uekū a visit as soon as I can and seeing what I can do about his state. Heh…” Yū concludes as he lowers his head and steps back into line. So much for avoiding confrontation...

It seems like the other Captains have nothing to say or add to Captain Mukuruo's report and here he thought everyone would question him for his attack on the Commander. Perhaps everyone has gotten over it or maybe they're too nervous to bring up such a topic while the Commander is in their presence. Personally, Tenzen has already turned that event to a mere memory, nothing to truly revisit. If someone spends all their time talking, thinking, and living in the past they will forever play catch up with the present, and talks of the future will be even further out of their grasp. That aside The Phantom makes no reply to his offer, no matter it's still there on the table should he want to make use of it. Silence returns to the hall and as still as a statue The Buddha waits for the next Captain to speak.
“Captain Nakamoto of the Fourth Division.”
Ah, the Fourth Division Captain is up next, he has had his hands full with the recent tragedies in the Seireitei, and hopefully, such tragedies come to a halt soon.
“The relief station is as busy as ever, and the number of incoming patients never seems to let up. We’ve already reached max capacity a few times this year alone, which is far from normal. This sharp upward trend has prompted some of the medical staff to wonder if an expansion is needed… or a change in protocol…”
There is a very brief pause in the boy's words, with his own eyes closed the Oda could not see him raise his head and stare daggers into Captain Kojima who stood to his left.
“... to prevent Shinigami from unnecessarily getting injured, and having to be admitted to the relief station at all.”
Silence fills the room once more, maybe he is gathering his thoughts on what to say next or maybe he is waiting for a retort of some kind? No, that doesn't match up with the energy or "vibe" he is giving off it felt more like frustration or even anger. Nevertheless, Tenzen has no opinion on what Captain Nakamoto has said nor does he have any words to voice to himself internally. Seeing, how silent the other Captains were during Kyomu's report he may just follow suit for the remainder of this meeting.

Eleventh had a change in Lieutenants? This had to have happened while he was unconscious or during the events with the Pot, he'll have to find a way to set aside some time to get caught up on everything in the Seireitei. He does open an eye to glance at the Captain as he wonders what sort of cure the human world has that could be of use in aiding this Lieutenant, furthermore, just how injured is he to require a special cure? He closes his eye and as his vision returns to darkness so too does his pondering and questions cease.
“...but of course I’ll still be paying Lieutenant Uekū a visit as soon as I can and seeing what I can do about his state. Heh…”
Shinigami constantly being injured like this is not a good sign. Be it from training or in battles against Hollows the injuries shouldn't be as high as the young Captain reported them to be. He did mention something about a change in protocol, but what needs to be changed? A suggestion that just leads to more questions, questions that no one will probably ask, and if they are asked no one will answer them. So far it seems like the Captain's he was taught to respect are a mute bunch.

The steady flow of information unfolded individual pieces that made up the whole of the soul society. Sure, many questions were sure to circulate within one's mind. But there stood no reason to interject. His mind began to wander for a moment, the speculation surrounding interactions between Captains no doubt filling the conversation space of many of the barracks. Tenzen's offer is met with silence as the fairy himself pushes fate forward.
His voice is delicate to the ear, carrying forth. Like a doctor, his focus bleeds through each word which is heard clearly.

“Captain Nakamoto of the Fourth Division.”
“The relief station is as busy as ever, and the number of incoming patients never seems to let up. We’ve already reached max capacity a few times this year alone, which is far from normal. This sharp upward trend has prompted some of the medical staff to wonder if an expansion is needed… or a change in protocol…”

. . .Silence. . .
“... to prevent Shinigami from unnecessarily getting injured, and having to be admitted to the relief station at all.”
Maho draws a bellow of smoke into his mouth and holds it, loose streams exiting both his mouth and his nose. As Yu's eye digs into him, one can only wonder if the Dragon peers back behind his smoke marinated locks. His hair remains a cover to his soul, being the eyes are the windows.
Maho is aware of his judgment, his words ring from a place of truth, his opinion valid. But...
His mind reverts to that day. The feeling of it still fresh in his mind. Though his embers now fall under his command, though no scars mourne his flesh. The memory of their pangs sticks to him, as pungent as the tint of smoke that frequented his frame.
Yeah Yeah....Whatever Twinkle
He felt no shame in anything he had ever done. Maho moved with purpose and acting within his means. This doubled for the day of the Kototsu, which, should the Head Captain have needed to act, the consequences against them may have been incomprehensible. Maybe, if Captain Yu had been present, then there would have been much less loss. Maho wouldn't say such a thing out loud, it would only be seen as an excuse. Ultimately, the responsibility of action would always befall him. He needed to get stronger...
Captain Yu's voice plows forward, bulldozing any verbal interruptions. What follows is information both new and old.

“In more recent news… Lieutenant Jinnosuke Uekū of the 11th Division was recently admitted to the relief station today and is currently in critical condition. In an effort to treat him as I was unable to be present, my own lieutenant has been dispatched to Karakura Town in search of a cure. I have no doubts that she will be successful in her mission…”
“...but of course I’ll still be paying Lieutenant Uekū a visit as soon as I can and seeing what I can do about his state. Heh…”

Maho had known the conclusion of the fight between Jinnosuke and Nibui before it began. He was there for the declaration. Jinno's resolve was strong. Nibui had only recently been pried from the jaws of his own Zanpakuto. He hadn't the will to compete. Their battle concluded and the two went their separate ways. In the End, Jinno would hold the title of Lieutenant. But what of Nibui? Maho had yet to discover this information. For another day
Omoni seemed to be on track to treating Jinno's bankai induced injury. When would that idiot ever learn?
Spirals of smoke dance above their heads. Maho remains silent as each of his comrade's reports. Next it seemed would be Tenzen Oda beside him. Maho's turn is soon to come. The flashes events of the Kototsu play back and forth in his mind.

The air is somewhat stale and brisk, just the slightest of breezes creeping beneath the foothold of the massive—now closed doors that marked the hall’s entrance. Higen, along with his other Captains had been relatively silent, each of them showing at the bare minimum a respect for Captain Mukuro as he concludes his report. As Higen’s eyes are entangled with Yu’s person they begin to shift to all the others. It was hard to tell—at first—but with each passing second he could feel the discomfort of the room. Although they were silent now, Higen was sure it wouldn’t last for long. For now, most of what’s been spoken had a lot of these men present for, no surprises or twists and turns, what would happen when the more shocking news came to light? How would the Captains manage their composure?
“Captain Nakamoto of the Fourth Division.”
Captain Nakamoto steps forward, seemingly almost half of Higen’s size from perspective alone, it was hard to find the Captain menacing. Higen knew better than this—however—the fairy able to spread his wings and end a life in the blink of an eye had it been in his nature. He was not to be underestimated, and for his work day and night to keep Higen alive.. he would always be respected.
“The relief station is as busy as ever, and the number of incoming patients never seems to let up. We’ve already reached max capacity a few times this year alone, which is far from normal. This sharp upward trend has prompted some of the medical staff to wonder if an expansion is needed… or a change in protocol…”
As Yū’s gaze shifts over to Captain Kojima, Higen follows it, not yet understanding the subtle messages Captain Nakamoto was trying to convey.
“... to prevent Shinigami from unnecessarily getting injured, and having to be admitted to the relief station at all.”
And then it became more obvious, even more tension filled the room, while reluctance filled the Captain’s eyes. There was more to be said there, but it was no secret that Captain Nakamoto wasn’t very confrontational. Maho’s reaction was as it had always been, an exhale of smoke—this time spewing from his nose like an enraged snorting bull. Still, Yū had a point.
There are too many injured.. and far too many dead. The Seireitei has gone through its fair share of turmoil over the last year but this wasn’t even the troubling part. What pained Higen the most was the amount of casualties now compared to the possible amount in the future, where malevolent forces are sure to make it their mission to destroy everything we hold dear. No new protocol would make that untrue, or allow it to hurt any less. Yū was doing his best, of this Higen was sure. However it would be no surprise if Captain Nakamoto’s workload doesn’t decrease any time in the foreseeable future.
Yū continues, his next set of information more akin to one of Maho’s scoops, all of which is new to Higen.
“In more recent news… Lieutenant Jinnosuke Uekū of the 11th Division was recently admitted to the relief station today and is currently in critical condition. In an effort to treat him as I was unable to be present, my own lieutenant has been dispatched to Karakura Town in search of a cure. I have no doubts that she will be successful in her mission…”
Jinnosuke … That blockhead still hasn’t learned huh? Eh, what could Higen actually say without being a hypocrite?—known for putting his physical wellbeing on the line for the most minute of victories and squabbles. Jinno’ was like him in that way, and perhaps it has paid off, seeing as though he was now Lieutenant of the blockhead Division. A sense of pride overcomes Higen, subsequently followed by worry, but if Jinno’s in Yū’s hands he should be just fine. Omoni.. he hadn’t seen her in…? Too long. If it was up to her she’d declare the old man was avoiding her, whether this was true or not was an unsolved mystery.
“...but of course I’ll still be paying Lieutenant Uekū a visit as soon as I can and seeing what I can do about his state. Heh…”
And there’s Yū putting the cherry on top to make sure everyone knows everything is fine. But was it really? Never asking for help, never complaining once, just what exactly was the little Captain’s limit? After Yū’s words fade into a distant echo beyond him Higen drifts into a sea of thought. The somewhat hesitance behind his report begins to fester, most had already thought the Knight was beginning to lose his head, how would this contribute to that?
