Northeast Seireitei → Central SeireiteiThe hand of an ambling Jatiri scribbled rough drawings of fluttering, wing-like hands across pages of his journal before a swirling breeze prompted the pages to flutter, prompting him to then close the notebook. Thereafter, he squinted at the walls of the east gate ahead and clenched the book. Surely, the gripped segment of the hardback shriveled up like a raisin. Thud! its new haven was the smooth, stony path below. The stone path became to the journal what Jatiri's memories were to him. Henceforth, his mind would be his journal.
With minimal activity around him, he did without --it teased his eyes. The ninth's insignia upon the back of a milky, silk top. He shook his head with rapidity as if aborting an old memory. His eyes looping, his hair grasped, his breath slowing, Jatiri was thrown for a loop. And as time zoomed and as he slid through the east gate and glided into central and steered clear from passerby, he patted down his dual Zanpakuto.
"It's so NOISY here."
It wasn't the drowning conversations that Jatiri was referring to, it wasn't the sound of laughter, giving him butterflies in his stomach. It was the notable spiritual signatures, shadowing, sticking, strutting, strutting like they own the place. The sudden placement of his hand upon his crown stilled him.
Of his glare, of his tenseness, of his decision to float into this place was an idea, an idea that now stopped him in his tracks. A naïve idea that the first would be willing to engage with this seated officer of the ninth, much less relay the whereabouts of his captain; however, an idea was all he had, and he had to have something. He had to keep on.
After circling around, having his doubt, pushing forward anyway, he finally made it to the first's barrack gates. Two guards stationed out front, Jatiri locked eyes with them both, his hands behind his back.
"Hello. I'm Jatiri Yabuki of the ninth division, can I speak with whoever's in charge? It's kind of important."

“While I’m sure it’s not your first time drinking on the job, this is something that I recommend you try in the privacy of your barracks… by water. A lot of it.”
So I would assume that’d be a no…” he thought. Scratching the back of his neck as he stretched his body to limber himself, raising his hands into the air, he thought nothing of Akarui’s warning, she may have only said so because of her own stature as the height and weight difference could have been vast for all he knew. A small thing like her probably softens up something silly when she is inebriated. To even watch her drink while she was on the job was. Interesting, for someone who took herself far too seriously and wanted others to blindly respect her. While it was without doubt that she had his respect, she did however rub him the wrong way with her words. He noticed her alertness change significantly, driving her attention to the now sealed doors of the Central Forty-Six chambers, or was it? He was still mid stretch and began to limber the final areas but this time much slower and more focused so as to take in his surroundings.
A look to the left he still saw the mixed Division members chatting and sharing theories and stories, he heard nothing different than soft chatter throughout the courtyard. A look to the right he’d see the same, posted guards at every exit, four exits. Eight guards, more than fifty bodies within the walls of this block. But what was different? He watched Akarui stop moving suddenly then she uttered her orders as if she was in charge around these parts. However, he found little excuse as to disobey her at this moment, because something was indeed off.
“Shut this area down immediately.”
”We’re going to have to talk about your manners, old lady. But for once I have little to disagree with you about.”

Not even A second after she finished her sentence, and significantly before he started his, he snapped his fingers unconsciously with a noise that was enhanced by his reiatsu, booming louder than natural through the area sure to hit the many ears of every unit within the walls of the Central Forty-Six courtyard. Heads turn, of course they would. The lead Investigator demanded their attention. Some looked on with honor scribbled all over their face, others with bewilderment but was peppered with determination. These were the most honor bound bastards he’s ever seen. He watched as the small woman made her way inside the entrance. He motioned to a nearby First Division member to lock down the site, as he made his way within after Akarui. Shadows quickly enveloped the area as the darkness was casted over the detective, he heard nothing as he passed through the hallways except for the leaking of perspiration from areas on the walls and ceilings. He eventually made his way to the hallways which led to the archives of the Forty-Six and found a small body on the ground near the other entrance, he quickly made his way to the fallen Scorpion.
Holding her head up from the cold sekiseki and holding her hand to feel out her pulse. Faint but present. A slight sigh of relief soon relaxed him, he then peered into the room of the archive and swiftly unsheathed his sword after he eased the dark skinned woman down once more, it’d be sometime before she came to once again. He’d be interested in what she would have to say, especially when drinking on the job. However, something told Shusuke that it wasn’t the drink she consumed earlier that brought her on her back. He looked around the room and scanned the walls and drawers of the inner sanctum. He hadn’t made his way down here in his investigation as of yet but maybe this was fate telling him to search further before he takes his leave. While he senses no presence here he still brandished his blade for any sudden attacks that may seek to catch him off guard.
He slowly walked the sides and looked closely for a sign, something out of the ordinary to indicate some form of tampering. Who had made it down here? What were they looking for in the first place? He then placed his pinky finger along the surface of the console. Finding nothing but when he walked over to a different area he found something that would prove to be a large clue to the seasoned detective. Whosoever made sure there were no paper trails over obvious clues to tampering within the room, what they didn’t take into account how old this room was and how much it appeared to have been used within the past ninety-six hours. While it was not reported the Forty-Six had not made it into their sanctum on the day of their massacre, the likelihood of its cleanliness was up for question, while there was a specific spot that was very clean of fingerprints or other residue, it also lacked dust. Which could have been found on the opposite side of the room, among the other research materials. Unused and uncared for, it was obvious Shusuke needed only look in one location to figure out what the perpetrator was looking for. He re-sheathed his blade into his scabbard and pulled out the gloves he had utilized earlier and began to type away at the Console protecting it from any outside interference.
Quite tech savvy, thanks in part to his days within the Twelfth Division the user interface of the system was similar to the one they used back in the day, i suppose things around here never changed. Finding the search history after a few clicks and some typing. He found an odd history detailing certain sacred items and artifacts. He found the name of the former Commander at the top of the history. He was hesitant with proceeding as he was afraid of the information the dwelled in these files, on one hand, he wanted to proceed as part of his investigation but there was a small voice in his head preventing him from going farther as he wasn’t sure if he was allowed to know such intimate topics that were far above his pay grade. He needed to know the betterment of this event and to find the culprit behind this. Such a simple decision, such a difficult step to take. He soon backed away from the console and turned his back, but then he remembered the oath he had taken upon joining the Sixth Squad, which reminded him of how far north his compass pointed. There was only one obvious choice now.
He turned back and clicked.

And so they spoke, one by one in order, right after the other. Until Omoni had the nerve to smash the table into a billion pieces, wrapping his head around everything said was more comfortable than he expected it to be. His mind followed the information as it poured out in droves. Most of the Lieutenants could make it; There would be new faces, The missions that were handed out resulted in failures on many paths. And so they spoke, one by one in order.
Jinnosuke would appear to be half asleep as they all went back and forth. Even as Omoni smashed the table into those billion pieces, he would remain unphased. It became clear that he would have to follow with his report next, but instead of immediately standing and giving it, then returning to his seat, he let out a long deep sigh.
" Hmmmmm.... "
His eyes finally drifted to each of their faces as they were no doubt awaiting his report now. His mind half afflicted with thoughts about everything they said, he realized this is also his first time in front of all the Lieutenant. Having known half of them for a vast majority of years, it was weird to be in this respectable seat. He almost blatantly referred to people as his friends instead of their rank, something he knew was not wise in an official setting. He first looked over to Yasu; he had known her since she was a little shit he called Yo-yo, now in their standard states, her muscles were nearly as big as Jinnosukes. She had gotten taller too; there was still a nervousness or a hesitation in her; he could still feel it was there.
A sparing glance to the two kids that claimed Lieutenant, one via luck the other via his vizard. JInnosuke would spare them no mind until Arashi gave his report. This would Cause Jinno to stare him down for a while. ' THIS IS THAT ARASHI KID THAT THING WAS LOOKING FOR?! He's smaller than I expected..' Jinno thought as he spoke.
He then looked over to Fuyuko, a woman he didn't know much about, except the rumors of her strength were frightening. She could single-handedly kill without a moment's notice. This made Jinnosuke respect her as a shinigami and ally. He knew he could count on her in a dire situation, unlike most.
Truth be told, he was trying to avoid looking at Omoni. Every time he does, his mind goes blank, and he hates it. Stupid woman, always clogging his head, when he should be thinking of getting stronger, her face still gets in the way. Without knowing, his face would heathen and look flush even under his bronze skin. Passing it off quickly as he saw another shinigami who was not amused, yet not unphased, a smile on her face.
Jinno would look at Honoka, a woman he saw as his peer, for their similarity in age. Yet, in this situation, he knew she was their commander. There was always something so nice and sincere about Honoka, yet he knew better than most she was one of their most fierce shinigami combatants. And she was now facing that smile on Jinno, awaiting his report. Gathering his wits, he would sigh once more, this time slower and with less huff. Regardless of when he started speaking, his deep and calm voice would be one of a different tone than most have heard, for Jinnosuke rarely took himself seriously.
" The last week, hell the last few months have been an utter shit show. " He would stand and bow to Head Lieutenant Oki; " Jinnosuke Ueku, Lieutenant of Eleventh division. I apologize to the rest of you if I don't know your name or face; I tend to isolate myself in either injuries or training, a trend I am happy to announce has come to an end. Regardless of this report, Eleventh is ready to serve. " His hands came to meet over his waist and interlocked between his fingers. He would then close his eyes and try to remember it all.
" After realizing there was a gap in strength between myself and the threats, Seireitei might face in the wake of the Kōtotsu, I isolated myself and trained my body until I had broken myself into a complete state of uselessness. I disregarded my newfound responsibility and, in reality, failed as a Lieutenant. In response to this failure, I made adjustments to the entire Division and myself. We will not be found lacking again, this I can promise you. "
He would straighten up and then get to the point.
" Hibiki Maeda was dispatched to the Forest of Menos, and Hueco Mundo in search of confirmation, on hollow activity. He was met with minor resistance and a few adjuchas class hollows. He recovered a part of Vincent, the previous God King's finger. It was given to the Kido Corps, and from there, I do not know what happened with it. "
He would cough and open his eyes.
" During this time, I was in the fourth division recovering from my training, which resulted in the destruction of our training grounds within Eleventh. Shoumetsu has been running around for four days seeing repairs to the compound and Eleventh as a whole, which will be paid for by Devil Gin's sales. This way, we can cut some funding from the Eleventh and help with repairs to the Rukongai and other affected areas from our absence. I recovered due to the Thirteenth and the Fourth Division's efforts and was immediately sent into combat with Lieutenant Hageshi, where her report explains the rest of mine. We were dispatched, and we solved the problem. "
With this, he would sit down and put his hand to his chin. Deep in memory of what happened. He nodded once, putting his hands over his chest he would speak again; " Yeah, that should be all, if I forgot anything, call me a dumbass and let's move on. "
He would then look over to the last to give their report and await what Thirteenth had to say. It was rare they were all together, and even then, they were still missing a few of their ranks. He could only imagine what they would look like as a complete room of Lieutenants.

Being the last to arrive had its benefits like seeing all the faces after they all arrived; but of course, it had its faults, being the last to give one's report after everyone else has given there's. It would be a lot of information and thoughts to take in.
"Twelfth has made several requests to investigate the anomalies that transpired in the world of the living, namely Naruki and Karakura… to analyze and determine if the Garganta at all correlate with that of the one in the Rukongai."
This information Honoka shared stood out for Katsuo. He was fine with this, Division 13 will overlook things for them in Karakura and offer protection; still, living beings should be off the experimentation list but monitored closely for changes…there has been enough death...at least in Katsuo's opinion. There wasn't much sense to continue killing now when the togabito and blood had done quite enough.
"I want to put some worries at ease by confirming Shobatsu Murasaki is imprisoned in the Muken. "
So it was true… this news was a little disappointing to Katsuo, though in a way he understood why Shobatsu was there. Still, he hoped nobody would forget the sacrifices he made or the kindness he showed the Vizards. He was a true leader, just and kind, though most may not see it that way.
He'd listen in more and hear what Lieutenant Yasu Yugure and Arashi Suta were up to in the Rukongai.
"I imagine that the events that had happened within both Karakura Town and Naruki City had something to do with the occurrence with the 77th District.."
It was possible, these strange happenings were even worrying Katsuo, though not as much as the concerning numbers of Quincy showing up in Karakura as of late.
“I… will be attempting my captaincy exam soon. I am unaware of my summons for now.”
Katsuo blinked and smiled, and heard Omoni clap for the young Lieutenant. Katsuo followed suit with the clapping for her.
"Congrats! It's a great honor, a lot of fun, and I'm sure you'll do great!"
Then it was Omoni's turn to speak. She looked as though she hardly recognized Katsuo, not that he could blame her. He owed his squad's life to her, and Oyama's… it was something he wouldn't soon forget.
“Before any of the crazy shit happened, Oyama Hoshi and I went to the land of the living to search for a hollow that I could bring back so that I could fix Ueku’s bones. Long story short it committed suicide to get away from me.”
Ah… so that was why she needed a hollow. Katsuo blinked and continued listening.
“The gates of Hell opened and a Togabito showed up in Karakura. It started unleashing destruction right away, nearly took Hoshi if it hadn’t been for a Quincy woman who saved her with some pretty arrows…I tried to save him but I lost a thirteenth member, Shin something. The kid attacked it head-on and died.--- You.”
He jumped, hearing her say "you" and pulled his head back, blushing, and pointing to himself.
"This guy ended up capturing a hollow n’ I was able to complete my mission. Thanks.”
Katsuo chuckled nervously and scratched the back of his head. He saw the 10th lieutenant nod to him in approval, which made his face even redder with a sheepish grin.
"Ah-ha… it's no problem, consider it mutually beneficial, I mean you did what you could to help us with that togabito… so thank you."
Though his thanks didn't last long, he saw Omoni turning angry, gulped, and quickly raised his papers from the table before she slapped it into splinters.
" WHO THE HELL IS ARASHI SUTA?!"
Katsuo gave a dot-eyed gaze and his head slowly turned to Arashi, who'd sat away across the table from him for quite some time. He held his papers in his lap now, after quickly and comedically picking them up before Omoni smashed the table.
"With all due respect Lieutenant Hagashi ...please restrain yourself, this isn’t a playground for you to casually destroy. Now that you've made me bleed I'll ask that you please be considerate of others. We aren’t enemies here but fellow shinigami.. comrades. You should focus your strength on the actual threats, our true enemies. Now, I'd like to get this meeting over with and go about my day to plan the funeral ahead of us."
Katsuo silently agreed with the 10th Lieutenant, giving her a light nod in recognition. He too had several funerals to attend and plan, unfortunately. Several unseated, and 6th seat Shijitsu Kyo's. He also had to meet with Oyama in Karakura soon and needed this meeting over with.
"Lieutenant Suta of Squad Five."
Katsuo calmed and listened to Arashi next, most of his story collaborated with Yasu's from what he was hearing. The blood, he didn't get to see yet. By the time the Garganta was opened in the world of the living, Katsuo had passed out from overexerting his Reiatsu. Though, to hear the origin of the blood firsthand, he couldn't help but feel a little angry. That, and everyone playing at a minor loss of life when there was much more than that… right now every race but those who did this was suffering and it didn't matter what race you were right now… this felt almost apocalyptic; as if something out there wanted to destroy the world. Still, Katsuo absorbed as much of this important information he could. Once Arashi was finished telling a similar story from Yasu, Katsuo heard the 10th Lieutenant finally introduce herself, and proceed to her report.
"Lieutenant Fuyuko Kasumi of Tenth Division. My report will not be as long or as detailed compared to those before me, but I will do my best to give my report."
Katsuo respectfully listened to Lt. Kasumi's report about what had happened in Naruki and bowed in a sort of moment of silence for her fallen comrade Kuro. He clenched his fist lightly in anger upon hearing about her insubordinate members… had they been there they would have probably prevented Kuro's death as she said… but their incompetence could also do the reverse and cost them their lives… like Shijitsu…
" Jinnosuke Ueku, Lieutenant of Eleventh division. I apologize to the rest of you if I don't know your name or face; I tend to isolate myself in either injuries or training, a trend I am happy to announce has come to an end. Regardless of this report, Eleventh is ready to serve."
Katsuo darted his eyes to the large, green-haired guy that began speaking after Lieutenant Kasumi. Out of respect, Katsuo has been rather silent so far. As Jinnosuke spoke, Katsuo knew how he felt about the gap in strength between the current opponents and previous. He, too, was there when the Kototsu completely decimated his former home… the place he remembered first arriving at the soul society at. Had he been younger he'd probably have been dead.
He blinked hearing about one member of 11th going to Hueco Mundo, and returning with the finger of the former god-king… this made Katsuo's eyes widen. He wondered if others also thought what he was thinking about this news…. It wasn't good news at all. Some bigger threat must have eaten the god-king…
After hearing all the reports, it was Katsuo's turn to speak. He sighed and tried to calm himself before he began, standing up and placing his papers on the floor since the table was gone now. His face grew serious, and the silence was ended by the beginning of his report.
Kat_Commission.png

"Lieutenant Katsuo Oda, of 13th division. You all might recognize the name, Oda, from Arashi's captain… Tenzen. I'm his younger brother… anyway, from what Omoni mentioned, before Oyama sent me a message to Capture the hollow that showed up in Karakura; the hollow that saved Ueku; word came out that he was there, and he had killed two unseated 13th, before my arrival. When I arrived on the scene… their remains were there, and the Adjucha level hollow was fighting not one but several Quincy. I was honestly astounded and a little nervous about their numbers… however, their arrows were focused on the beast and not our men; as Omoni said, one with long beautiful red-ish hair saved Oyama when the Togabito showed up. The one that concerned me most was a tall, white-haired man with glasses, he seemed more… ready to fight than the others, even if just a little. I'm unsure however what the Togabito did to their numbers, but the Togabito in Karakura did a major blow to our numbers in division Thirteen, and they may see it as an opening to strike the soul society…I took the opportunity to record each of their faces with my soul phone, and Intend to send it to Division 12 so they can be monitored closely. As of right now though, I feel no threat from the Quincy forces coming; but Division 13 will continue keeping a close eye on them, and possibly keep the peace at a time like this. The enemy of our enemy is our friend… or so they say..."
He seemed more serious than when he had first arrived as if a switch had been turned on.
"Of those lost in squad 13, the highest of rank was 6th seat Shinjitsu Kyo, who rushed into battle, as Omoni said, and against orders charged the beast and lost his life. At the time, I was 4th seat, and Oyama Hoshi was 3rd… Oyama, being as young as she is, did her best to help as far as she could; at the time. I, too… was overwhelmed by the power of this Togabito… which mind you it took a captain and two lieutenants to take down… I negated the effects of the hell gate's heat for Captain Yu, if only for a few moments…"
He concluded his reports of what had happened, and with a nod, he acknowledged his weakness.
"I understand that I'm one of the new faces here, so I hope one day I can prove my strength to every one of you… it takes a lot of courage to be strong, but even more so to ask for help…all we have is each other… we need one another to get stronger now more than ever… witnessing the death of so many of my squadmates, my second family… it was a real eye-opener. I hope there is something I can do, anything… to save what little remains of Division Thirteen..."
He looked toward Arashi.
"What you said, before you left us at Division thirteen, was completely true. I'm weak. And... I want to be stronger... I'll get stronger… too much is at stake for me to hold off any longer… Also I feel the need to warn you all of my 3rd seat, Oyama Hoshi."
He paused for a moment, before continuing.
"She may be a little strange when spoken to; she has a sort of split personality and l want you all to be aware of it; I've promised her I wouldn't seal it… I intend to keep that promise, so I am warning you all unless Hoshi is not her normal self around you, use caution… that is all.."
Katsuo nodded to head Lieutenant Honoka and sat back down in his chair. His mind went back to Oyama as he sat there awaiting words… Oyama and Furia… worrying for her, the possible new threats on the horizon, and getting stronger so Division 13 could get stronger… Katsuo was beginning to feel the stress as Lieutenant already.

It’d been four days, and Enji had felt as though the world had come crashing down on him at the news of his brother performing such a monstrous deed. His hands rested at his sides as he stood in front of the First Division gates with his partner. They’d seen most of the Gotei’s Lieutenants pass through to get to their meeting. It would have been in tandem with the previous Captain’s meeting, but unfortunately, the Head Lieutenant was occupied with other discrepancies and had chosen to postpone it.
“Taka. Wake up, or I’ll tell Gekkō-san.”
His partner-in-crime had begun to nod off and after hearing the name of their superior, he immediately shot up, alert, and panicked. He grumbled a few profanities but had no other argument. All of the First Division Guard Unit would rather die than hear the lectures and punishments of their superiors. Just as they were to continue the conversation, the approach of an individual causes their attention to fall as they come to face this new entity.
"Hello. I'm Jatiri Yabuki of the ninth division, can I speak with whoever's in charge? It's kind of important."
“My apologies, Yabuki-san. Unfortunately, all of our direct superior officers are occupied with prior events.” Enji glanced down at him, his purple orbs cast low and focused. “If it is important, then I suggest putting in a formal request. You will be unable to venture in any further at this point. Please return to your barracks.”
Enji’s tone was low. Having dealt with much within his own family, the events of his work had piled onto him as well. However, this was no different. He had a job to do.
